Heavy downpour in Andhra Pradesh causes death of 40

Heavy rain lashed Andhra Pradesh and caused death of 40 people. In Hyderabad alone 14 people are dead due to collapse of wall, electrical shocks and drowing. Some of the main roads are completely washed away and brought the traffic to halt kept people waiting for hours on the road on their way home. The rain affected Hyderabad and Krishna districts the most. Many low-lying areas like Tolichowki, Nadim Colony, Miyapur and Ramanthapur in Hyderabad have seen water coming in to the homes. In Nadim colony, the rescue officers are forced to use boats. Many acres of agricultural land is submerged damaging the crop completely.

As I know there were only two ways a Government acts on natural disasters.
Some Governments are PROACTIVE
Some Governments are REACTIVE
But our beloved Government is INACTIVE
